Compliance Manager

Job Responsibilities

Job Purpose:             

To ensure that the organization is in compliant with internal policies and external regulations. The purpose is to build a robust system to enable Management to identify potential risks, implement policies and procedures to upload laws and regulations and monitoring the company’s adherence to those policies.

 

Key Responsibilities

  •         Assist the Senior Manager in the day-to-day management of the Compliance Department
  •          Oversee the department in the absence of the DGM and Senior Manager
  •          Serve as the AML/CTF Compliance Officer in line with requirements of section 39 of the Anti-money Laundering Act 2012 and the AML/CTF Guidelines for Financial Institutions in the Gambia 2016.
  •          Take part in the periodic compliance monitoring of departments and report to the Senior Manager.
  •          Ensuring that officers and employees are aware of and adhere to internal control policies and procedures of APS IMF.
  •          Ensuring continued compliance with the requirements of Shariah at all times.
  •          Ensure compliance with regulatory reporting requirements
  •          Participate in the preparation of periodic compliance reports to the Board Committee on compliance through the Deputy Head of the Compliance Department

  •          Assign duties and responsibilities and supervise the work of the Assistant Manager and other junior staff of the Compliance department

  •          Chair departmental meetings and also represent the department in other high-level meetings of APS IMF in the absence of the DGM and Senior Manager

    •          In consultation with the Senior Manager, develop annual work programme of the department and monitor its effective implementation.

    •          Take part in the capacity building programmes of the department.

      •          Take part in the development of annual training programmes for the department to ensure adequate capacity is built, nurtured and maintained at all times.

      •          Prepare draft annual budgets for the department for incorporation into APS IMF annual budgets.

        •          Monitor the effective implementation of annual budgets in collaboration with the Senior Manager and Finance Department.
        •          Review periodic branch inspection reports and make recommendations to the Senior Manager for appropriate corrective actions.
        •          Recommend the imposition of penalties and sanctions for staff non-compliance with APS IMF compliance requirements.

        Educational Requirements

        Required Qualifications, Experience, Skills, and Competence

        ·         The minimum qualification requirement for the position shall be a postgraduate degree in Economics, Accounting, Law, Business, Banking and Finance, Islamic banking and Finance or professional qualifications such as ACCA, CIMA, ICAEW or equivalent

        ·         A minimum of two years experience in Finance, Operations, Credit Administration, Risk Management, Internal Audit, Legal or Compliance

        ·         Advanced Information Technology skills, raining in Islamic Finance and AML/CTF are mandatory for the position.

        ·    Exceptional oral, written, and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, interpret documents, understand procedures, write reports and correspondence, and speak clearly to customers and employees.
